Vic was indeed having trouble seeing through the thick fog of toxin. It bothered her eyes enough to make them red. She kept her gun up and ready for anything following behind Harvey.
A moment later she saw a form, vaguely, in the haze. She had her finger at the trigger as the person began to speak to Harvey. She got the impression that it must have been the Scarecrow with the way he was talking to Bullock. She looked to Bullock.
"I'm right behind you."

His focus went from the thug threatening the boy's life to Scarecrow and his 2 favorite cronies who were standing right before him emerging from the thick fog. Harvey took an instinctive step backwards, feeling a chill run down his spine.
"Aw cripes."
The fear was real, it wasn't from the drugged gas that surrounded them. Luckily his gas mask protected him from that. He knew what Crane was capable of but the kid's life was at stake, and the situation just got a lot worse as the appearance of the Scarecrow made the kid lose it and thrash violently in the clutches of the goon.
Bullock looked at the situation and the automatic rifles pointed right at them. Armor piercing he was sure. Their vests would be a joke.
Bullock aimed his .38 at Crane and tried to not let his fear of this whole thing unraveling any worse get to him.
"Yer goons may get us, but not before I put one between yer eyes Crane. Tell yer lackey to release the kid, and the others to drop their guns and all o' you surrender. Yer all under arrest. Let's not do anything......more crazy than it already is."

Scarecrow looked at Harvey. The policemen stood ready with their weapons, all of them. They obviously had no idea of who they were against. Scarecrow was not to be taken lightly and good old Harvey had obviously forgotten this little fact. ''Harvey, Harvey, Harvey…'' Scarecrow walked slowly towards the group of policemen. Nightmare shoved the kid away from him, the kid was already lost and there was no using in keeping him close. Terror and Nightmare slowly followed up with Scarecrow as he walked towards the police. ''I thought we were starting to become friends already, after the countless encounters we’ve had so far and yet you keep forgetting? If you want to save these people, you can’t kill me. You need me alive to handover the cure or else these poor little piglets will forever be lost in their own fears.'' Scarecrow stopped a few feet away from Harvey and laughed after he was done speaking.
''But tell me Harvey, you seem to be shaking a little, are you scared?''

Vic snarled a bit under her breath as she watched the exchange between Harvey and the Scarecrow. Harvey had to lead on this because he knew the villian better than she.
Everything about him made her want to puke in utter disgust. He was a squirrely little weasel of a man and it made her blood boil red hot in irritation.
Vic continued watching and listening, but when he got closer and started asking Harvey if he was scared she had enough. Without a moment of hesitation she lurched forward at him and pressed the barrel of the rifle against his chest with the intent of backing him into a nearby wall.
"You either put your damn hands up or I'll give you a dose of lead, you scum eatin' maggot."

Harvey smirked at Crane through his gas mask. The scene did not frighten him. In the years he'd worked at GCPD he's seen Crane's handy work before, and with the other crazies, he'd seen plenty worse. Granted the effect the gas has had on the victims was disturbing, and in some cases stomach turning, but scary, to him it wasn't.
He narrowed his eyes at Scarecrow. "You think just cuz th' bat's not around anymore that you psychos have free reign. Yeah we can't depend on 'im anymore, but y'know what that means? It means we gotta be our own heroes, Crane 'n do some crazy things a little off the radar than usual. but you know me, nuthin's off my board. Now Vic!!"
He stepped aside for her and open fired on Nightmare and Terror now that the boy was out of the way. He didn't care if he just disabled or killed them. One way or the other they were going down and this was ending now.

Scarecrow got a little surprised by this turn of events. The GCPD opened fire against criminals without them shooting anything. Scarecrow had to read the law again, just in case, because this seemed rather odd that they could do as they please. In reaction to the police starting shoot he released some of the nerve gas from his mask and from some of his straws. He knew that this would not be able to work out on the police since they were wearing gas masks, but he had a plan. With the increased gas in the air the smoke screen would get thicker and it would now be impossible for the police with their big gas masks to be able to see more than a feet in front of them.
Scarecrow made a quick backwards, and then quickly jumped into one of the apartments. Nightmare and Terror quickly returned the fire against the police but unfortunately they were both neutralized in the heat of battle but it seemed as they had strafed or hit some of the police men. With the fear inducing rounds in their riffles, this was a great upper hand even thou it only was a strafe. Scarecrow could no longer rely on their help since they were unable to move and by that he had to do everything himself.

Vic became enraged, she had fired a few rounds and had missed the son of a bitch as he disappeared into his fog of terror.
Vic went chasing after him, keeping a hand on the wall to guide through properly. She found the first door, it was closed. She attempted to open it but it was locked. She backed a couple of feet away and then pounded her good shoulder into it. It hurt but she made it through. She kept her rifle up and a hand on the wall as she went through the apartment, listening for him. The people that owned this apartment were lucky the seemingly hadn't been home yet.
Vic kept her rifle up and taunted as she walked through the room, eventually coming out of that apartment and getting back into the hallway to go to the next one.
"You so sure you ain't the one scares, Crane? Hidin' behind a chemical cloud that renders everyone else into fear. You get off on this shit or somethin'?"
Vic kept her grip on the gun steady. Vic just got shot the day before, twice. One of the goons bullets grazed her at the hip. Another got her in the vest, so she was fine. The toxin was in the vest. She might get a dose accidently later in the day.

All hell broke loose. he was hoping Valentine would have had the jump before Scarecrow skittered off. The smoke was so thick everyone was shooting blind. A couple of his men were hit by the goons' gunshots. One Vic chased after Crane, Bullock called the cease fire.
"Get th' wounded outta here now!"
The toxin laced effects would take a moment to kick in allowing the shock from being shot wear off first. Bullock slowly felt his way through the dense fog, the floor was quiet. Dead quiet. Either everyone was dead or Vic was in hot pursuit. He came up to Nightmare and Terror. Both were shot up. He checked their pulses. One was dead the other was alive but out cold.
"We gotta gunshot in here. Come get 'im & be careful. He's one'a Crane's."
He kept moving past the wounded minions and looked around for Vic. No sign of her. He listened for movement above. Nothing. Then he heard the door getting kicked in and made his way towards the noise feeling his way along the wall. He dared not make a noise. He hated to admit it, but now he was getting scared.

Scarecrow stood up against one of the walls furthest away from the entrance. He knew the police would quickly charge after him once they all realized he was gone. Hopefully it would only be that dreadful girl who insisted on putting her rifle into his chest. He heard footsteps coming towards him, and the woman started talking blindly out in the room. Scarecrow chose just ignore what she said, it didn't matter to him at the moment.
In his motivation of spreading fear into her heart grew rapidly when he realized that she was pretty scared of the situation. He grabbed a vase that stood next to him and threw onto the wall on the opposite of her. The fog was so thick that the vase vanished from the eyesight as soon as he had let go of it. Scarecrow kneeled down at the spot and grabbed some of his straws from his belt with his left hand. He raised his right hand and waited for her to make a noise so he knew where she was. He was going to sent her into her worst nightmare, either by ripping of her mask or pricking her with one of his needles.

Vic quietly crept through after hearing the vase. Soon she would emerge through the fog, but just about three feet off to his left. She looked for him and quickly turned to Scarecrow.

Scarecrow noticed a foggy person just a few feet away from him and readied his attack. Without thinking, Scarecrow jumped towards the shadow in the fog with his right hand first, hoping to induce the poor police officer in the drug. Obviously she didn’t seem much affected by the whole situation but there had to be at least something she was afraid of.
